Position Summary

The Director / Head of Research and Policy Analysis will lead the research function, policy analysis, and reporting activities of the Afghan Institute for strategic and regional studies (AISRS). The Director / Head of Research and Policy Analysis Research will play a strategic role in AISRS’s core business, direct the research agenda of the institute, and manage/supervise all levels of the policy/research team, including researchers. The role ensures the production of high-quality research and clear policy recommendations that support evidence-based decision-making.


Key Responsibilities

  • Lead and manage the organization’s research agenda and projects.
  • Conduct and supervise policy analysis on key national and regional issues.
  • Ensure strong research methodology and analytical standards.
  • Prepare and review research reports, policy briefs, and analytical publications.
  • Guide and mentor research staff and Ensure reports, models and other outputs are produced at the highest standards of quality and timeliness.
  • Serve as a central member of the AISRS’s leadership team and contribute to the development of strategy and the execution of strategic decisions.
  • Develop and oversee budgets and policies and procedures for the research program.
  • Build and maintain strong relationships with key AISRS stakeholders, including Policymakers, academics, civil society organizations, research institutions and think tanks to ensure a clear and up-to-date understanding of their needs and priorities.
  • Brief AISRS leadership on progress in different research units, impact analysis and future trends.
  • Monitor and evaluate emerging political, security, social, and economic trends to assess their implications for our policy work and inform strategic decision-making.
  • Work with the AISRS’s Media and Communications team on the external communication of our policy ideas and positions through research reports, blogs, social media, and other writing and speaking opportunities.
  • Monitor developments and produce timely analytical assessments.

Required Qualifications

  • Master’s degree in International Relations, Political Science, Public Policy.
  • Fluency in English, Pashto, and Dari is required, along with strong written and verbal communication skills and the ability to translate complex research findings into clear, actionable policy recommendations.

Economics, or related field

  • Strong knowledge of research methodology.
  • Proven analytical and report-writing experience.
  • Excellent analytical and critical thinking skills
  • Minimum 5 years relevant experience in research, policy analysis, or think tank environments. (preferred)
