China and Africa: Strengthening Cooperation for a New Era of Modernization

In a time of global transformation, China and Africa find themselves poised to deepen their longstanding partnership and pursue shared goals of modernization, peace, and prosperity. At the opening ceremony of the Beijing Summit of The Forum on China-Africa Cooperation in Beijing, President of the People’s Republic of China reaffirmed his country’s commitment to building stronger ties with Africa, with a focus on promoting equitable and sustainable development through the Forum on China-Africa Cooperation (FOCAC). This partnership, which has been cultivated for over two decades, has evolved into a model of international cooperation, founded on mutual respect, equality, and shared aspirations.

 

A Legacy of Friendship and Cooperation

 

The relationship between China and Africa is built on a foundation of historical ties, trust, and solidarity. The establishment of FOCAC in 2000 marked a turning point in this relationship, formalizing a framework for comprehensive cooperation. Over the past 24 years, China and Africa have stood by each other through challenges and triumphs, setting a strong example of South-South cooperation. As Chinese President Xi Jinping noted, the friendship between the two regions transcends time and space, growing stronger in the face of global uncertainties.

 

This bond has been particularly evident in times of crisis, such as natural disasters and pandemics, when both sides have supported one another in overcoming adversity. The partnership continues to thrive in the new era, with both regions working together to defend their shared interests and promote global stability.

 

Modernization: A Shared Path Forward

 

China and Africa are united in their pursuit of modernization, but they reject the traditional Western model that has often come at a high cost to developing nations. Instead, both regions are charting their own paths toward modernization, with Africa focusing on its Agenda 2063 and China pursuing its vision of national rejuvenation through a unique model of socialist modernization.

 

This shared vision has the potential to reshape the Global South. By working together, China and Africa can demonstrate that modernization can be achieved in a just, inclusive, and sustainable manner. As President Xi emphasized, the modernization of China and Africa will be a driving force for global development, ensuring that no country is left behind.

 

Key Areas of Cooperation for Modernization

 

To achieve their shared goals, China and Africa have identified several key areas for deepened cooperation:

 

  1. Just and Equitable Modernization: China and Africa are committed to advancing modernization that reflects the realities of each country's unique circumstances. Through exchanges in governance and experience-sharing, China will help African countries develop paths to modernization that respect their national conditions, ensuring equal opportunities and rights for all.

 

  1. Mutual Benefit and Win-Win Cooperation: The partnership between China and Africa is built on the principles of mutual benefit and shared progress. China has pledged to expand cooperation in critical sectors such as industry, agriculture, and infrastructure, with a focus on promoting high-quality Belt and Road projects and trade investment, ensuring that both regions benefit from long-term development.

 

  1. People-Centred Modernization: Modernization must prioritize the well-being of people. Both China and Africa are committed to improving livelihoods, reducing poverty, and creating jobs. By investing in education, training, and healthcare, China aims to ensure that the benefits of modernization are widely shared, enhancing the sense of happiness and security among the people.

 

  1. Inclusive and Diverse Modernization: Recognizing the importance of cultural diversity, China and Africa will continue to strengthen people-to-people exchanges and promote mutual understanding. This includes fostering respect for different civilizations and promoting cultural cooperation as part of the modernization process.

 

  1. Eco-Friendly Modernization: Green development is central to the future of modernization. China will support Africa in developing clean energy, improving environmental sustainability, and narrowing the gap in energy accessibility. By working together on green projects, China and Africa can contribute to the global transition toward a low-carbon economy.

 

  1. Modernization with Peace and Security: A stable environment is essential for modernization. China will assist Africa in strengthening its capacity to maintain peace and security, ensuring that development efforts are not undermined by conflict. Through the Global Security Initiative, China will prioritize Africa in its peace-building efforts and provide the necessary resources for safeguarding stability.

 

Concrete Steps for the Future

 

Over the next three years, China and Africa will implement ten key partnership actions to deepen their cooperation. These include initiatives in areas such as trade, industrial development, infrastructure, health, agriculture, and security. Highlights of these efforts include zero-tariff treatment for African exports to China, the creation of digital cooperation centers, the construction of 30 infrastructure projects, and substantial investments in agriculture and healthcare.

 

In addition, China will provide significant financial support, amounting to RMB 360 billion yuan, to fuel development in Africa. This will include credit lines, investment by Chinese companies, and military assistance to strengthen security. These actions demonstrate China's unwavering commitment to Africa's long-term growth and its vision for a shared future.

 

A Bright Future for China-Africa Relations

 

The modernization of China and Africa is not only vital for the regions themselves but also for the world at large. Together, they account for one-third of the global population, and their successful modernization will have far-reaching implications for global development. As President Xi highlighted, modernization is a right for all nations, and no one should be left behind on this journey.

 

China and Africa’s collaboration sets a powerful example of international solidarity, cooperation, and shared progress. By working together, the two regions will not only achieve their own modernization goals but also contribute to the modernization of the Global South. As the world faces new challenges, the partnership between China and Africa stands as a beacon of hope for a more just, inclusive, and prosperous future for all.
